For a dpa research on conflicts over water, Prof. Partzsch commented on the question whether the first "water wars" are already looming. She rather sees water conflicts between states as an opportunity for more cooperation: "Water is first and foremost a resource that promotes cooperation. When water wars occur, it tends to be a self-fulfilling prophecy."
