FAQ on Enrolment (and Re-Enrolment)
You must enrol at the FU Berlin each year, even if you are only present in Berlin during your third or fourth year. This means that when you send in your enrolment documents you should include a request for a leave-of-absence for your time in France. Only then will you be exempt from paying the semester fees in Berlin.
At FU Berlin there is no option for online enrolment. Enrolment must take place via post.

When filling out the enrolment form, please refer to the list of course codes (Schlüsselnummer) on page 6.
A few points of advice on filling out the enrolment form:
- Elegibility for university study: Grade conversion won't be necessary if you completed your Abitur outside of Germany. For all other qualifications please consult the list of course codes. If you completed your Abitur outside of Germany the course code is 39.
- Intended final degree: If you are enrolling in the Master's, enter the number 88. If you are enrolling in the dual Bachelor's, enter 39.
- Course/field of study: Please enter the code for the course and also type the full name. The Master's programme 'Politikwissenschaft - Affaires européennes/Affaires internationales' has the code number 747. The Master's in 'Public Policy & Management' has the code number 742. The Bachelor's in 'Politikwissenschaft – Sciences Sociales' has the code number 778.
- The section on 'intermediate examination' can be left blank.
Please also attach the following documents to your enrolment form:
- Letter of admission, which we will send to you via email.
- A notarised copy of your Bachelor's degree transcipt (or relevant equivalent), or a notarised copy of your Abitur certificate.
- Formal request for a leave of absence.
- Certificate of exemption (if you are insured abroad) or a letter of confirmation from your insurance.

Please do not send your documents to the administration of the Franco-German dual degree programmes!
Overseas/EU students who are not insured in Germany are required to submit a so-called 'Befreiungsschein' (certificate of exemption) from a German insurer. You can apply for this at any German insurance company.
The certificate of exemption can be obtained by sending a copy (front and back) of your european health insurance card (EHIC), as well as a copy of your ID/passport to the following email address ass.berlin@nordost.aok.de.
In a cover letter addressed to the AOK insurance company, please advise them that in order to enrol at the Freie Universität you require a 'Befreiungsschein' or a certificate confirming that you are insured abroad. Please then add a printed copy of the certificate (sent to you by the AOK) to your FU application.
If by the enrolment deadline you have not yet completed your prior studies, please make a note of this in your application. This way the administrative staff will know that you will be handing in your transcript later. You will likely be granted a subission extension (March 31st of the following year).

Before you commence your studies you must enrol at the Freie Universität. This requires the submission of all relevant documents via post. You will then be granted a leave of absence for your first year in Paris/first two years in Nancy. Prior to returning to the Freie Universität Berlin you must RE-enrol. Re-enrolment takes place via your ZEDAT-account online. Upon re-enrolment at FU Berlin, you must pay all relevant fees and contributions.

If you are about to embark on your Master's program and currently in the process of enrolling, you will be granted a leave-of-absence for the duration of your first year. For this you must submit a formal request in your application. Should this be case, you will not be paying any fees. Semester fees for the Freie Universität will only have to be paid once you enter the final year of your studies

A notarised copy officially confirms that the document in question is in fact a copy of the original document. You can request such notarised copies from a notary, but also from public institutions and churches, as well as from the institution which issued the original document. You will need to provide both the original document and the copy to the notary/official, who will then officially stamp and sign the copy. The official notarised copy should now be added to your application documents.
In addition to enrolling at the Freie Universität Berlin, you must also enrol at the Deutsch-Französische Hochschule (DFH).
You must enrol online at www.dfh-ufa.org.
The enrolment and re-enrolment forms can be found on the website under 'Studierende' (étudiantes) and then 'Einschreibung' (inscription en ligne). On the same page you will also find more detailed information on the enrolment process.
The deadline for enrolment at the DFH will be in September of each year. This is the authoritative deadline! No exceptions will be made. Students that have not enrolled (or re-enrolled) at DFH by this deadline may not apply for DFH mobility grants.
Students that are completing their internships must also (re-)enrol.
Advice on filling out the DFH enrolment form:
- The difference between enrolment and re-enrolment: Enrolment (Immatrikulation) is what new students do when they first enrol at DFH or when they first enrol in a new degree programme.
- Choice of home institution (Heimathochschule): Here you need to select your institution based on whether you have been formally designated as a Science Po, HEC or FU student.
- Partner institution (Partnerhochschule): This refers to the institution at which you will spend your time abroad. If you are formally designated a FU student then your partner institution will be the respective French institution.
- Course choice (Wahl des Studiengangs): Please make sure that you choose the correct course, i.e. the correct partner institution and the correct degree level (the name of the course will appear for each course).

Should you be formally enrolled as a Sciences Po or HEC student, please inquire with the respective University regarding the reference number for enrolment in the DFH.
The re-enrolment form contains a form titled 'Studierendenbericht' (student report form). This means that students who were previously enrolled at the partner institution or a third country can only re-enrol once they have submitted a report of their prior studies. Students who are required to do so, will be informed during the re-enrolment process, as soon as they have entered their names and date-of-birth in the online form. You will be granted full-access to the re-enrolment form, once you have submitted the report.
NOTE: Validation of your report does not complete the re-enrolment process!
All students who are about to embark on their studies abroad should complete the report, even if they have already completed their studies and are not required to re-enrol at the DFH.
The report form will be of importance once you are scheduled to re-enrol at the FU.

Students in our Dual Degree Masters and Bachelors Programs with Sciences Po Paris and HEC Paris will - for bureaucratic purposes - be formally enrolled as either Sciences Po/HEC students or as students of the FU Berlin.
If you have received notice that you are to enrol as an FU student, you will need the following reference numbers for your enrolment:

Should you be formally enrolled as a Sciences Po or HEC student, please inquire with the respective University regarding the reference number for enrolment in the DFH.
For formal bureaucratic reasons all our students (both BA and MA) are designated as either students of Science Po/HEC or students of Freie Universität.
The mobility grants of the DFH will always be awarded during the period spent abroad. This means that students who are formally enrolled at FU Berlin will receive their grant during their time in Paris, while students who are formally enrolled at one of the French institutions will receive their grant when they are in Berlin. It is not possible to change your designation.
