This study will take stock of the experiences made by the German Agency for Technical Cooperation (GTZ) in the provision of technical assistance in the field of environmental policy in relevant Asian countries (e.g. China, India, Vietnam, Indonesia, Thailand). The study will provide an overview of the environmental policy and institutional framework in the respective countries as well as a review of the approaches to providing technical assistance employed by the GTZ. This will include a description of how advisory services were tailored to the different country contexts and how the GTZ was able to respond to the developments and particular needs in the partner countries. Furthermore, the study will analyze to what extent the GTZ was able to influence policy and institutional development. On this basis, the various approaches to providing technical assistance in the selected countries will be compared and the main lessons learned will be highlighted.
This stock-taking exercise is part GTZ’s knowledge management in the area of environmental policy and complements parallel exercises in Africa and Latin America as well as an in-depth analysis of the Maghreb-Region.
