Laura Brinker is studying Political Science at the Free University of Berlin with a special interest in climate and energy policy. Her research project in India will analyze the Perform-Achieve-Trade-Scheme, India’s flagship policy to incentivize energy efficiency measures in eight energy intensive industrial sectors, launched in 2012 under the National Mission for Enhanced Energy Efficiency (NMEEE). The case study will focus on the design modalities and steering mechanisms of the tradable white certificate scheme and analyze its special features along with expected outcome and impact. In interviews with experts and obliged parties under the scheme, some first experiences (and potentially barriers encountered) shall be identified. The case study of the PAT scheme will attempt to draw some first conclusions and lessons learnt on the functioning of the instrument after a short period of implementation.
