Project description

Russia is one of the world's biggest emitters of greenhouse gases - mainly due to its energy industry, industrial production processes and communal sector. Over the last years however, executive and legislative powers have gradually developed awareness for energy efficiency deficits in the building sector. In order to address those problems, a progressive legal framework was developed at the federal level. This in turn allowed for the planning of suitable strategies on the regional level, and for a more proactive approach of local authorities on the regional and communal level. As part of these efforts, a number of pilot projects were launched, such as projects in the region of Murmansk and in the northwest of Russia.

The aim of this particular project is to provide consulting for the planning and implementation of the federal program "Energy efficiency of an urban district in the town of Apatity" (Murmansk region/Russia) within the framework of the German-Russian Knowledge Exchange. In particular, the project will support capacity building of regional and communal Russian authorities in the field of energy efficiency. For selected problem areas, strategies and procedural recommendations will be jointly developed; knowledge and experience based on German standards will be provided as part of the knowledge exchange between industry experts.
